Project’s brief description
The sexuality and the reproduction are intimately tied to the quality of life, so much in the ambience of the individual as in the social thing. The sexual and reproductive health (SSR) refers to a general state of physical, mental and social well-being, and not to the mere absence of illnesses or ailments in all the aspects related to the sexuality and the reproduction, and contains the possibility that every individual exercises fully his sexual and reproductive rights (DSR).
This exercise of the rights is constituted from the personal circumstances like the experiences that arise from the family and social relations in which every individual is involved, since “ the well-being that contains the concept of sexual and reproductive health, the factors that it implies, which compose it, the routes to gain access to them, are not universal definitions, (…) they are crossed by culture, by personal history and the biological differences ” Sexual and Reproductive Health, module 4. Project Colombia: Construction of an interjectorial response in sexual and reproductive health, with emphasis on prevention and attention to the ITS-VIH-SIDA, with young people and resident adolescents in communities of displaced population in Colombia. July, 2006. #. Also, it is in the well being of the relations that young people and adults settle between them and that the spaces are generated for the education and the sexual and reproductive health, and it allows the inclusion or the exclusion opposite to the exercise of the rights in reason of the age and the genre.
In this sense, this initiative starts by considering that to achieve the well-being to which the definition of SSR alludes, it is necessary to construct spaces of interaction between generations from which the respect is ratified by the condition of subjects of right of and young people, departing from the needs of the context, so that they are consolidated political, programs and projects that involve their active participation, attending to the needs of transformation of the community, from the families and the institutions that take as a mission the promotion and prevention of the SSR and the sexual education.
Consistent with it, the execution of the project thinks about how to involve adults and young people of every municipality in the definition and operation of strategies that diminish the barriers of access to the services of health and education, make the participation possible and of young people in the spaces of project definition and programs of sexual and reproductive health and generate inter generational and inter institutional exchanges, from which the recognition of young people as subjects of rights and sexual and reproductive responsibilities.
Objective
30 months after initiated the project 6000 young people of the levels 1, 2 and 3 from the municipalities of Don Matías, Belmira, Santa Rosa de Osos, Entreríos and San Pedro de los Milagros of the Sub region of the North antioqueño, take part in the creation of programs, projects and education policies and sexual and reproductive health with focus on rights, diminishing his vulnerability in front of the ITS, VIH Sida and adolescent pregnancy.
Problems that we try to face with this project
The concept of sexual health and reproductive-SSR - in a frame of rights, has direct relation with the consolidation of strategies to diminish the vulnerability caused by the exclusion and the inequity in the exercise of the rights, particularly the ones related to the participation of young people in the consolidation of political, programs, projects and services from which it is answered by quality and opportunely to the needs of attention, promotion and prevention in sexuality and reproduction.
Both the cultural barriers and the monetary and technical difficulties of the institutions affect the development of the strategies proposed from central organisms such as the Departments of the Social Protection and of National Education, from which a preponderant importance of the participation happens and young people in the design and orientation of new services and spaces of social transformation.
One of the principal barriers refers to the place that young people have had to the interior of the families and the communities, where practices stand out relate them and of upbringing that the autonomy and the responsibility do not favor opposite to the sexuality, and this becomes clear in matters as which the body of the adolescents keeps on being under the tutelage of the adults. As a consequence of it, opposite to the behaviors of young people that exceed the social and familiar expectation generate institutional responses and repressive relatives, who increase the suspicion and remove increasingly the possibility of placing the fathers and mothers as regarding opposite to the exercise of the sexuality.
Secondly, the projects of education for the sexuality that assume the educational institutions, are constructed from the point of view of the adults and they do not include decidedly the juvenile participation, them and the teachers are fearful of tackling the subject-matters of sexuality, the project models of sexual education adopted as the institutions are out of date, do not involve the point of view of young people and also they do not operate appropriately, since in many cases they were constructed only to fulfill the requirements of the law.
Finally, the access to services of health specifically designed for the young people is still the ideal one, since there are scarce services of consultancy in SSR gone to this population, also the institutions of health do not have sufficient personnel qualified for the work with young people, do not rely on with the necessary resources to start the programs and his models of attention have shortcomings opposite to the integral approaches.
All these conditions increase the vulnerability of young people opposite to the possibility of gaining access to reliable orientations opposite to this sexual exercise, it excludes them from the spaces of decision on the goals of development of his municipalities as regards his generation, limits their critical capacity opposite to regarding of immediateness and consumerism generalized from the massive means of communication, increases the probability of assuming attitudes and behaviors of risk opposite to the protection and prevention of ITS, VIH-SIDA and unplanned pregnancies.
Four mayor problematic that imply these situations of vulnerability are brought by these five municipalities from its worry for:
-
The infections of sexual transmission, the VIH-SIDA and the pregnancies in young people.
- The misunderstanding and the intergenerational conflicts in the interior of the families and in the spaces of civil participation and in the school.
- The disorientation and loss of sense opposite to the projects of life of and young people subsequent to the absence of opportunities for free time, study and employment, which has acquired major relevancy opposite to the increase in the valuations of suicide in some municipalities.
- The violence interfamilial and the situations of sexual abuse in the interior of the families, like common practices in the communities of the municipalities.
Strategies
The strategies by means of which the project will be implemented will be:
Strategy 1: Adoption of amicable services for young people
Inside the targets of the millennium is contemplated the improvement of the indicators of maternal - infantile health, including the integral attention and the prevention of pregnancies in adolescents, as well as the decrease of the infections of sexual transmission and the VIH. One of the strategies developed at national level to attend this target is the model of Amicable Services of consultancy and attention in Sexual and Reproductive Health for young people, linked to the System of Social Security in Health, from which there are proposed activities of consultancy, promotion, prevention and attention to the needs of and young people opposite to his sexuality.
The project tries to be strengthened technically the adoption of this model developed by the department of the Social Protection, in at least a Hospital or institution loaner of services of health of each one of five municipalities taking part , so that young people find in them a space of identical orientation to their needs and that bonds of confidence are established between them and the persons in charge of the consultancy and the attention.
Strategy 2: Strengthening of the projects of education for the sexuality of the educational institutions
Bearing in mind that one of the spaces of learning of sexuality is the school and that the educational institutions have between their functions the project execution of education for the sexuality, the project tries to strengthen the above mentioned projects involving the participation of young people for their evaluation, redesign and execution.
From the project the technical necessary assistance will be offered to achieve that at least one institution for municipality (5 in whole) defines the project of sexual education inside its Educational Institutional Project, receiving the new model of Education for the Sexuality and Construction of the citizenship, which defined the Department of Education of Colombia in the year 2008.
This strategy includes the training of 25 teachers and 25 young people emerging from the beneficiary institutions, in projects of education for the sexuality, the education to 6000 young students between 6 and 11 grade and the sensitization of 125 teachers more, doing emphasis on skills to live, styles of healthy life and sexual and reproductive rights.
Strategy 3: Sexual education with parents, mothers and children
This strategy departs from the need to establish spaces of intergenerational recognition to the interior of the families, from educational processes with parents and mothers, who link the reflection between their own credence opposite to the sexuality, the skills for the accompaniment to and the adolescents daughters , the approach from their own life to the exercise of sexual and reproductive rights and the acceptance of the process of autonomy that is lived in the adolescence.
One tries to develop therefore ten meetings of training for every municipality, with the surroundings of 2000 fathers in whole, who include subject-matter experts on sexual and reproductive rights, communication, adolescence, rules of upbringing, solution of conflicts, healthy life styles and skills to live. These meetings will be preparatory for the achievement of two intergenerational meetings for municipality that will include a reinforcement of the skills for the communication to tackle topics as the intergenerational conflict, the autonomy, the different conceptions on the love and the sexual active life.
Strategy 4: Creation and/or strengthening of civil stages for the juvenile participation
With this strategy we will seek that leaders adults / experts as well as young people, extend their formation in leadership and communication and take part of the intergenerational proposals of exchange opposite to topics of interest in sexuality, so that they could be provided or strengthen civil stages in which there is prioritized the search of social agreements and of not exclusion.
To achieve it one will be provided with a consultancy specializing in the strengthening and/or construction of programs and political public, from which there will be accompanied a group of young and adult leaders to do proposals for programs, projects or political public.
This component involves also, the achievement of activities of diffusion of the sexual and reproductive rights, across artistic productions in the categories of painting, written, musical production, theater or communications and its possibilities in press, radio and/or web. For it there will be realized workshops of juvenile creation and a contest to choose the best proposals in every category, for municipality.
Strategy 5: Diffusion and communication of results
The strategy of diffusion and communication of results will develop in two routes. First of all the use of the proper mass media of every municipality will be encouraged, so much to announce the project, and to close it, as well as to involve them in the diffusion of the pieces designed by the young people.
Secondly, different actors will propose to themselves spaces of meeting and discussion between them, the same mass media and the municipal institutions, to announce the final scopes of the project, the proposals that are implemented from it and those who will stay as result of obtained learning. Additionally, there will be a book of experiences that gathers principal learning and the proposed routes, product of an exercise of systematization of the Project.
